From Electoral Promises to Delivery? An Assessment of the Government of Zambia’s Performance 2021–2026

This report offers an evidence-based assessment of the Government of Zambia’s progress in translating electoral promises into tangible outcomes for citizens. Through the Zambia Barometer, the study moves beyond political rhetoric to systematically evaluate commitments made to the electorate, highlighting areas of achievement, ongoing implementation, and unmet expectations. By tracking performance across key sectors and comparing pledges with measurable delivery, the report provides an important accountability tool for citizens, policymakers, civil society, and development partners. In doing so, it contributes to a deeper understanding of democratic governance, demonstrating that the true measure of leadership lies not in promises made during campaigns, but in the extent to which those promises are fulfilled in practice.
